Stop Human Rights Violations, Extra-judicial Killings and Militarisation of Bastar

27 January, New Delhi.

The escalated war on Maoists has seen security forces in Chhattisgarh kill at least 47 Maoists within 3 weeks of January 2025, while it is reported that 250 Maoists were killed in Chhattisgarh in 2024. Amit Shah has set March 2026 as the deadline to make India Maoist-free. This means large-scale proliferation of security camps in Bastar, use of advanced warfare equipment including Israeli drones, and unmitigated extra-judicial violence by the state.

Reportedly, since 2019 a total of 290 security camps have been set up in the LWE affected States, mostly in Chhattisgarh and Odisha. In addition to the 48 security camps established last year, the Central security forces and police aim to establish 88 additional security camps in Left Wing Extremism (LWE) affected States this year.

This alarming militarisation of Bastar has been met with peaceful and sustained protests by Adivasis against the establishment of security camps in Fifth Schedule Areas without any consultation and consent of the concerned Gram Sabhas, and illegal appropriation of their forests, lands and other resources while also demanding proper schools, health facilities and other basic amenities. The Chhattisgarh government has responded by banning a people's rights organisation like the Moolvasi Bachao Manch, in October 2024, under the provisions of the draconian Chhattisgarh Special Public Security Act.

In the name of 'Naxal-mukt Bharat' the BJP-led governments have thus unleashed a campaign of complete militarisation of resource-rich Adivasi areas like Bastar and launch an unbridled war on the Adivasi people and all kinds of protests and people's rights campaigns.

The Communist Party of India (Marxist-Leninist) Liberation condemns this policy of militarisation and war and calls upon all justice-loving forces to insist on an immediate halt to this war of extermination and guarantee of a democratic space and environment for the deprived and oppressed Adivasis in Bastar and other areas of Adivasi unrest. The policy of extra-judicial violence against Adivasi protests is totally antithetical to constitutional rule of law, and the government cannot be allowed to get away with such a policy in the name of eliminating Maoists. CPIML demands the release of all human rights activists, leaders of people's movements and innocent Adivasis who have been unjustly incriminated and jailed in false cases.

बस्तर में मानवाधिकार हनन, गैर-न्यायिक हत्यायें और सैन्यीकरण बन्द हो

जनवरी 2025 के तीन सप्ताहों में छत्तीसगढ़ में माओवाद के खिलाफ युद्ध में करीब 47 माओवादियों को मारा गया है. रिपोर्टें बताती हैं कि 2024 के साल में वहां कुल 250 माओवादी मारे गये थे. अमित शाह ने माओवाद को समाप्त करने के लिए मार्च 2026 की समय सीमा तय की है. इसका अर्थ केवल यही है कि बस्तर में और ज्यादा सिक्योरिटी कैम्प बनाये जायेंगे, इजरायली ड्रोन समेत युद्ध के घातक हथियारों को वहां भेजा जायेगा, और राज्य में गैर-न्यायिक हिंसा बेरोकटोक चलती रहेगी.

लेफ्ट विंग एक्स्ट्रीमिज्म प्रभावित राज्यों में 2019 से अब तक कुल 290 अतिरिक्त सुरक्षा कैम्प बनाये गये है, जो ज्यादातर छत्तीसगढ़ और ओडिशा में हैं. इस साल एलडब्ल्यूई प्रभावित राज्यों में केन्द्रीय सुरक्षा बलों एवं पुलिस द्वारा 88 और सुरक्षा कैम्पों को बनाये जाने की योजना है, जबकि 48 सुरक्षा कैम्प पिछले साल बनाये गये थे.

बस्तर के आदिवासी पांचवे शिड्यूल के क्षेत्रों में ग्राम सभाओं की जानकारी और सहमति के बगैर हो रहे इस अभूतपूर्व सैन्यीकरण के खिलाफ शांतिपूर्ण और निरंतर प्रतिरोध कर रहे हैं. उनका कहना है कि ऐसा उनके जंगल, जमीन और अन्य संसाधनों पर कब्जा करने की मंशा से किया जा रहा है, जबकि वे अपने इलाकों में समुचित स्कूल, अस्पताल और अन्य मूलभूत सुविधायें चाहते हैं. लेकिन इसके जवाब में छत्तीसगढ़ सरकार ने अक्टूबर 2024 में दमनकारी छत्तीसगढ़ स्पेशल पब्लिक सिक्योरिटी एक्ट के तहत वहां के जनअधिकार संगठन मूलनिवासी बचाओ आन्दोलन को प्रतिबन्धित कर दिया.

भाजपा-नीत सरकारों ने 'नक्सल मुक्त भारत' के नाम पर बस्तर जैसे प्राकृतिक संसाधनों से सम्पन्न आदिवासी इलाकों के सम्पूर्ण सैन्यीकरण की मुहिम छेड़ कर आदिवासी जनता और सभी प्रकार के लोकतांत्रिक विरोधों व जनअधिकार अभियानों के खिलाफ खुला युद्ध छेड़ दिया है.

भारत की कम्युनिस्ट पार्टी माले लिबरेशन सैन्यीकरण और युद्ध की इस नीति की भर्त्सना करती है और इस विनाशकारी युद्ध को समाप्त करने तथा बस्तर व आदिवासी विक्षोभ वाले अन्य इलाकों में लोकतांत्रिक स्पेस की पुर्नस्थापना एवं पर्यावरण रक्षा के लिए सभी न्याय पसन्द लोगों से आगे आने की अपील करती है. आदिवासी जनविरोधों के विरुद्ध गैर-न्यायिक हिंसा की कार्यवाहियां संवैधानिक कानून के राज के विपरीत है और सरकार को माओवादियों को खत्म करने के नाम में इसकी इजाजत नहीं दी जा सकती. भाकपा(माले) उन सभी मानवाधिकार कार्यकर्ताओं, जनान्दोलनों के नेताओं और बेगुनाह आदिवासियों को रिहा करने की मांग करती है जिन्हें अन्यायपूर्ण तरीके से झूठे मुकदमों में फंसा कर जेलों में डाल दिया गया है.

By terming the consecration of Ram Mandir in Ayodhya as the establishment of India's true independence, Mohan Bhagwat has reiterated the customary RSS line rejecting India's freedom movement and the Constitution of India even as India celebrates the 75th anniversary of the Constitution and foundation of the Republic.

The rejection of India's anti-colonial nationalism right at the time of its rise in opposition to the British colonial rule defined the congenital pro-colonial collaborationist character of the Sangh which it has always sought to camouflage in the name of 'cultural nationalism'. The RSS did everything possible in its attempt to derail and obstruct the rise of India's anti-colonial nationalism, and it rejected the Constitution of independent India that emerged from the freedom movement by branding it 'unIndian'.

Today, from the vantage position of political power it is trying to impose its own dubious legacy and toxic agenda as the fruition of India's 'true independence'. Ahead of the 75th anniversary of the foundation of the Constitutional Republic of India, this is the biggest ideological-political challenge to the democratic future of India.

The Indian freedom movement had advanced by rejecting the disastrous RSS philosophy. The quest for a democratic and egalitarian social order proceeded by denouncing Manusmriti as a code of social slavery. Today the RSS conspiracy will have to be defeated all over again to safeguard the Constitution and the Republic from the calamity of communal fascism.

CPI(ML) State Secretary Kunal has strongly condemned the repressive and stubborn attitude of the government towards the ongoing movement of BPSC candidates. He has demanded that the government take their demands seriously and immediately cancel the PT examination. CPI(ML) will extend its full support to the chakka jam on December 30, organized by students and youths.

Meanwhile, MLA Sandeep Saurabh has written to the Chief Minister, demanding the cancellation of the BPSC PT examination. He highlighted that in this digital age, the argument that irregularities occurred at only one examination center is absurd. Around 1,200 candidates were present at the Bapu Examination Center. Why should only these 1,200 candidates be re-examined? This would provide them additional time, which is unjust to other candidates. Therefore, the entire examination should be canceled and conducted again. The entire exam process has been marred by irregularities and corruption.

पूर्व प्रधानमंत्री डॉ.मनमोहन सिंह को श्रद्धांजलि

नई दिल्ली, 28 दिसम्बर 2024.

डॉ. मनमोहन सिंह एक मृदुभाषी और शायद अनायास बने कॉंग्रेस के प्रधानमंत्री जो अल्पसंख्यक समुदाय से बने एकमात्र प्रधानमंत्री थे, जिन्होंने दस साल तक एक स्थिर गठबंधन सरकार में शासन चलाया, के रूप में याद किए जाएंगे. एक आर्थिक प्रशासक के तौर पर, पहले पीवी नरसिम्हा राव के वित्तमंत्री के तौर पर और फिर यूपीए सरकार के प्रधानमंत्री के तौर पर डॉ सिंह आर्थिक और विदेश नीति के क्षेत्र में कई बड़े बदलावों के वाहक बने, जिसमें नेहरूवादी काल की मिलीजुली अर्थव्यवस्था से खुले बाजार की नव-उदारवादी अर्थव्यवस्था में, और गुटनिरपेक्षता की नीति से अमेरिका के रणनीतिक साझेदार के तौर पर भारत का संक्रमण हुआ.

यूपीए—1 सरकार के दौर में उल्लेखनीय वाम समर्थन के साथ ग्रामीण रोजगार गारंटी कानून और वनाधिकार कानून जैसे कई प्रगतिशील कानून आए, जिनके कारण जबरदस्त अमीरपरस्त, कॉरपोरेटपरस्त नीतियों के माहौल के बीच गरीबों के लिए कुछ सुरक्षा घेरा बना. यह अजीब विरोधाभास है कि मनमोहन सिंह सूचना के अधिकार (आरटीआई) कानून जैसे नागरिक पक्षधर उपायों के लिए याद किए जाएंगे तो साथ ही ऐसी कार्यवाहियों के लिए भी जिन्होंने नागरिक स्वतंत्रता का उल्लेखनीय रूप से क्षरण किया. भारत-अमेरिका परमाणु समझौते के बाद लगातार दूसरे कार्यकाल में सत्ता में वापस आने के बाद उनकी सरकार ने यूएपीए में संशोधन और छत्तीसगढ़ में ऑपरेशन ग्रीन हंट की तरफ कदम बढ़ाए, सिंह ने स्वयं भी नक्सलवाद को सबसे बड़ा आंतरिक खतरा बताया जबकि फासीवादी सांप्रदायिक जहर और हिंसा पूरे देश में फैल रही थी.

2014 तक आते-आते यूपीए सरकार ऐसे बड़े भ्रष्टाचार के आरोपों के घेरे में आ गयी- जो कभी सिद्ध नहीं हो पाये, वहीं बेलगाम नव-उदरवाद के पक्षकारों की ओर से मनमोहन सिंह पर नीतिगत पक्षाघात के आरोप भी लगे. कॉरपोरेट इण्डिया और आरएसएस ने इस अवसर का इस्तेमाल सांप्रदायिक नरसंहार व न्यायेत्तर शासन के गुजरात मॉडल को अखिल भारतीय स्तर पर लागू करने के लिए किया. तब से देश सतत फासीवादी हमले के साये तले कराह रहा है जो अपने साथ अभूतपूर्व किस्म का क्रोनी पूंजीवाद, संविधान पर निरंतर हमला और नागरिकों के अधिकारों का क्षरण लिए हुए है.

पूर्व प्रधानमंत्री के तौर पर मनमोहन सिंह ने प्रमुख रूप से आर्थिक कुप्रबंधन के मसलों पर बोलना जारी रखा. राज्यसभा में नोटबंदी पर उनकी टिप्पणी, जिसमें उन्होंने इसे भारी तबाही, संगठित लूट और कानूनी डकैती का खुला मामला बताया था. आज भी उनके शब्द गूंज रहे हैं क्यूंकि अर्थव्यवस्था नोटबंदी, जीएसटी और लंबे अनियोजित लॉक डाउन के लगातार प्रहारों से अभी भी उबर नहीं सकी है.

जब हम संविधान और भारतीय गणतंत्र की 75 वीं वर्षगांठ की ओर बढ़ रहे हैं, राष्ट्र मनमोहन सिंह को ऐसे प्रधानमंत्री के रूप में याद रखेगा, जो नेहरू की आर्थिक और विदेश नीतियों से तो अलग हट गए लेकिन विविधता, धर्मनिरपेक्षता और संघवाद के संवैधानिक उसूलों को बुलंद रखने के मामले में नेहरूवादी विरासत के दृढ़ हिमायती बने रहे. भाकपा(माले) डॉ. सिंह के परिजनों, उनके सभी मित्रों व प्रशंसकों के प्रति हृदय की गहराइयों से संवेदना प्रकट करती है.

Condolence Statement on the Demise of Former Prime Minister Dr Manmohan Singh

Dr Manmohan Singh will be remembered as a soft-spoken and rather accidental Congress Prime Minister, the only Prime Minister from a minority community till date, who presided over ten years of stable coalition rule. As an economic administrator and then first as Finance Minister in the PV Narasimha Rao government and finally as the Prime Minister of the UPA government, Singh was instrumental in effecting major shifts in both economic and foreign policy spheres, marking India's transition from the Nehruvian era of mixed economy to open market neo-liberalism and from non-alignment to strategic partnership with the United States.

The first phase of UPA government with significant Left backing also saw a series of progressive legislations like the Rural Employment Guarantee Act and Forest Rights Act that sought to create some safety net for the poor in an otherwise overwhelmingly pro-rich and pro-corporate policy environment. Paradoxically Manmohan Singh will also be remembered for both pro-citizen measures like the Right to Information (RTI) Act as well as for a series of actions that significantly eroded civil liberties. Back in power for a second successive term after the Indo-US nuclear deal, his government presided over the amended UAPA and Operation Greenhunt in Chhattisgarh, with Singh himself labelling Naxalism the greatest internal security threat to India even as fascist communal venom and violence spread across the country.

By 2014 the UPA government had come under the cloud of charges of mega corruption – which remain unproved - and advocates of unbridled neo-liberalism also accused Manmohan Singh of policy paralysis. Corporate India and the RSS were ready to seize the opportunity and replicate the Gujarat model of communal carnage and extra-judicial governance on the all-India plane. The country has since been reeling under a relentless fascist onslaught marked by unprecedented levels of corrupt crony capitalism, systematic subversion of the Constitution and erosion of rights of citizens.

As a former Prime Minister, Manmohan Singh of course continued to speak out primarily on issues of economic mismanagement. The comments he made about demonetisation in the Rajya Sabha, calling it a monumental disaster, a brazen case of organised loot and legalised plunder, continue to resonate as the economy has never really overcome the serial blows of demonetisation, GST and prolonged unplanned lockdown.

As we approach the 75th anniversary of the coming into force of the Indian Constitution, and the foundation of the Indian republic, the nation would remember Manmohan Singh as a Prime Minister who while departing fundamentally from the economic and foreign policies of Nehru remained a steadfast champion of the Nehruvian legacy in upholding the constitutional principles of diversity, secularism and federalism. CPI(ML) extends heartfelt condolences to Dr Singh’s family and all his friends and admirers.

As we enter the centenary year of the foundation of the Communist Party of India, we pay our respectful homage to the great martyrs of the communist movement and the departed stalwarts who sacrificed their all to build a secular socialist democratic India.


Today in the face of the unprecedented crisis of our Republic and the constitutional rule of law, communists must come ever closer with the necessary sense of urgency. The greater the unity of the fighting ranks, the stronger will be the anti-fascist resistance and the brighter will be the future of India's democracy. Paraphrasing the Communist Manifesto, we can say we have nothing to lose but the fetters of fascism while the promises of freedom await to be redeemed.

Change in Conduct of Election Rules Government's Attempt to Throttle Electoral Transparency

The CPIML strongly condemns the Union government’s unilateral amendment to Rule 93(2)(a) of the Conduct of Election Rules, which effectively curtails public access to crucial election-related documents. This amendment represents a deliberate assault on the principles of electoral transparency and democratic accountability, raising serious concerns about the ruling dispensation’s intent to subvert democratic institutions.

This move comes just days after the Punjab and Haryana High Court, on December 9, directed the Election Commission to provide videography, security camera footage, and copies of documents related to votes polled at a polling station during the recent Haryana Assembly elections to advocate Mehmood Pracha. Rather than ensuring greater transparency considering such judicial directives, the government has chosen opacity, signaling its disregard for accountability.

This knee-jerk reaction by the government suggests that it is attempting to hide something at a time when concerns are being raised across the country about the conduct of elections and the conspiracy behind the push for a so-called One Nation, One Election (ONOE).

The CPIML also points out the troubling parallels between this amendment and the government’s previous actions to undermine transparency, such as the now-scrapped electoral bond scheme. This scheme legalized anonymous and opaque political funding, creating avenues for unaccountable money to influence elections while favouring the ruling party. The government is once again attempting to cloak critical aspects of the electoral process in secrecy, raising serious questions about its commitment to free and fair elections.

We call on the Election Commission of India (ECI) to uphold its constitutional responsibility to ensure public trust and transparency in the electoral process. Instead of enabling such regressive changes, the ECI must take proactive steps to ensure accountability and transparency.

The CPI(ML) demands the immediate repeal of this anti-democratic rule amendment and urges all democratic forces to unite in defence of transparency, accountability, and the people's right to scrutinise their electoral system.

Joint Statement by Left Parties | December 23, 2024

The leaders of the Communist Party of India, Communist Party of India (Marxist), Communist Party of India (Marxist-Leninist) Liberation, Revolutionary Socialist Party and All India Forward Bloc met in New Delhi on December 22, 2024. They have issued the following statement after the meeting:

Amit Shah should Resign:
The meeting noted that consequent to the disrespectful and derogatory comments on Dr. B. R. Ambedkar by the Union Home Minister, Amit Shah, in the Rajya Sabha, there has been widespread anger and protests across the country. However, neither Amit Shah nor Prime Minister Narendra Modi are willing to own up the responsibility and take remedial action.

The Left parties, therefore, decided to continue with the ongoing protests and have decided to jointly organize a protest day on December 30. The nationwide protest day will demand the resignation of Amit Shah as the Home Minister.

Simultaneous Elections: Assault on Democracy and Federalism:
The Left parties unequivocally opposed the `One Nation, One Election’ proposal, which has now been introduced through two Bills including a Constitutional amendment Bill in Parliament. The proposed amendments to the Constitution are a direct assault on the federal structure and the rights of State legislatures and the people who elect them. It is a recipe for centralization and truncating the will of the people by arbitrary reduction of the five-year term of legislatures.

The Left parties will conduct a countrywide campaign against the `One Nation, One Election’ scheme.

The Left parties also demanded the withdrawal of the amendment to the Conduct of Election Rules whereby the right of public inspection of electronic documents such as CCTV camera and video footage is annulled.

United Left Intervention:
The meeting decided to step up Left intervention on political and people’s issues in the coming days. For this, regular meetings of the Left parties will be held to project the Left policies and promote joint actions.
