According to a notification signed by President Ram Nath Kovind and issued by the ministry of law and justice, the Jammu and Kashmir cadre of IPS, IAS and Indian Forest Service (IFoS) was merged with the AGMUT cadre and its officers will now be posted by the central government.

The President has promulgated an ordinance to amend J&K Reorganisation Act, 2019 and make IAS, IPS and Indian Forest Service officers of existing cadre of J&K a part of AGMUT cadre.
The move will allow officers posted in these states and UTs to work in J&K and vice versa.
The move will help tackle the shortage of All India Services Officers in J&K owing to an earlier rule fixing the ratio of direct recruits in Civil Services to promotees from J&K State Civil Services (Kashmir Administrative Service) at 50:50 instead of 67:33 formula followed in other states (whereby 67 percent IAS officers are the ones who have been directly selected into the service through all-India civil services exam and 33 percent from the state civil services).
The former State of J&K was downgraded and bifurcated into two Union Territories by Parliament on August 6, 2019.
