Joint Statement by Left Parties | December 23, 2024

The leaders of the Communist Party of India, Communist Party of India (Marxist), Communist Party of India (Marxist-Leninist) Liberation, Revolutionary Socialist Party and All India Forward Bloc met in New Delhi on December 22, 2024. They have issued the following statement after the meeting:

Amit Shah should Resign:
The meeting noted that consequent to the disrespectful and derogatory comments on Dr. B. R. Ambedkar by the Union Home Minister, Amit Shah, in the Rajya Sabha, there has been widespread anger and protests across the country. However, neither Amit Shah nor Prime Minister Narendra Modi are willing to own up the responsibility and take remedial action.

The Left parties, therefore, decided to continue with the ongoing protests and have decided to jointly organize a protest day on December 30. The nationwide protest day will demand the resignation of Amit Shah as the Home Minister.

Simultaneous Elections: Assault on Democracy and Federalism:
The Left parties unequivocally opposed the `One Nation, One Election’ proposal, which has now been introduced through two Bills including a Constitutional amendment Bill in Parliament. The proposed amendments to the Constitution are a direct assault on the federal structure and the rights of State legislatures and the people who elect them. It is a recipe for centralization and truncating the will of the people by arbitrary reduction of the five-year term of legislatures.

The Left parties will conduct a countrywide campaign against the `One Nation, One Election’ scheme.

The Left parties also demanded the withdrawal of the amendment to the Conduct of Election Rules whereby the right of public inspection of electronic documents such as CCTV camera and video footage is annulled.

United Left Intervention:
The meeting decided to step up Left intervention on political and people’s issues in the coming days. For this, regular meetings of the Left parties will be held to project the Left policies and promote joint actions.

Modi government must apologize!

#Simultaneouselections | Driving this project of course is the Sangh-BJP scheme of over-centralisation of power and systematic weakening of India's diverse culture, plural politics and federal framework. By clubbing all elections together, the Modi government seeks to rob elections of their distinct contexts and limit the political choices of the people.

Federal India offers the most vibrant opposition and determined resistance to the Modi government's Hindi-Hindu-Hindustan paradigm as can be seen from the growing cultural and political churnings in states beyond the Hindi heartland (as well as increasingly within it). 'One Nation, One Election' is a formula to curb those churnings and subject democratic India to the imperial designs of a fascist regime.

This design is of a piece with the whole of range of attempts going on in the spheres of law, governance and constitutional architecture to reduce empowered citizenship to loyal subjecthood and enslave India in a fascist straitjacket. India must defeat this design by all means.

🔴 One Nation One Election/ Simultaneous Elections Bill Undermines the Basic Spirit of Democracy and Federalism : CPI(ML)
🔴 Govenment Must Immediately Withraw the Constitution Amendment bill!

‘One Nation, One Election’ (#ONOE) / #SimultaneousElections is undemocratic,and this pet idea of the BJP undermines the basic spirit of democracy and federalism that constitutes the lifeblood of the Constitution. Today, in the name of ‘One Nation, One Election’ the BJP wants to set the political clock back and enforce a regimentation of the polity through constitutional amendments.

Assembly and Parliament elections have their own specific contexts as do the panchayat and municipal elections. Clubbing elections together for logistical considerations will mean stripping Assembly elections of their autonomous domain and making them subordinated to the central context. The assumption that holding simultaneous elections would make for logistical convenience and financial savings is not backed by any credible study or analysis of election expenses or logistical arrangements. Furthermore, as per the Law Commission’s 2018 draft report on simultaneous elections about 3586 crores was the cost incurred by the ECI on the 2014 elections (para 2.10). To put this in perspective, since the BJP came to power at the Centre in 2014, the Union government has spent ₹3,260.79 crore on advertising in electronic media and ₹3,230.77 crore on advertising in print media. If money is truly to be saved, the scope clearly lies elsewhere. Expenditure cannot be made a prime consideration in pursuing the core principles of democracy.

In a bid to justify the wide-ranging amendments to the Constitution to facilitate simultaneous elections, the entire ONOE proposal attempts to play down the right to vote, and the right to elect in Indian jurisprudence. Parliamentary democracy, multi-party system and free and fair elections are all part of the basic structure of the Constitution.

फासीवादी भाजपा को पीछे धकेलने की जवाबदेही बिहार पर: दीपंकर भट्टाचार्य

माले को देश के हर कोेने में फैला दें ताकि बदलाव की मुहिम नई ऊंचाई पा सके

9 मार्च 2025 को पटना में ‘बदलो बिहार महाजुटान’, आंदोलनरत विभिन्न तबकों का साझा मंच बना दें

9 मार्च 2025 को पटना में भाकपा-माले’ बदलो बिहार महाजुटान’ करेगी. आज उसकी तैयारी को लेकर पटना के रवीन्द्र भवन में आयोजित राज्यस्तरीय कार्यकर्ता कन्वेंशन को संबोधित करते हुए माले महासचिव ने कहा कि फासीवादी भाजपा को पीछे धकेलने की जवाबदेही बिहार पर है. कुछ ही महीनों में यहां विधानसभा चुनाव होने वाला है. उन्होंने आह्वान किया कि झारखंड की तरह बिहार भी भाजपा को सबक सिखाए ताकि देश में संविधान व लोकतंत्र को बचाया जा सके.

आगे कहा कि 2024 के लोकसभा चुनाव में बैकफुट पर पहुंची भाजपा एक बार फिर से हरियाणा व झारखंड के चुनावों के बाद हमलावर है. महाराष्ट्र में उसने तिकड़मों के जरिए पहले सत्ता हथियाया फिर चुनाव हथिया लिया. आज महाराष्ट्र सहित पूरा देश चुनाव आयोग की निष्पक्षता और ईवीएम पर सवाल खड़ा कर रहा है. ऐसे में उसपर पर्दा डालने के लिए वन नेशन वन इलेक्शन का शिगुफा छेड़ा जा रहा है.

अमेरिकी जांच एजेंसियों ने अडानी घोटाले का पर्दाफाश किया कि किस तरह अमेरिका से पैसे उठाकर केवल पांच राज्यों में 2200 करोड़ रुपया घूस देकर सौर ऊर्जा खरीदी गई. और फिर बहुत महंगी दर पर भारत में बिजली बेची जा रही है. केंद्र सरकार संसद में इसपर चर्चा तक नहीं चाहती. सरकार ही संसद नहीं चलने दे रही है. राज्यसभा के सभापति तमाम नियम कानूनों का उल्लंघन कर रहे हैं और विपक्षी सांसदों का अपमान करते हैं. ऐसे में देश की निगाह बिहार पर है कि क्या बिहार इस फासीवादी सरकार को घुटना टेकने के लिए मजबूर कर पाएगा? हमें इस महत्ती जिम्मेवारी को कबूल करना है.

उन्होंने कहा कि सर्वोच्च न्यायालय द्वारा संविधान की प्रस्तावना में ‘समाजवादी’ और ‘पंथनिरपेक्ष’ शब्दों को चुनौती देने वाली याचिकाओं को रद्द करना और ‘प्लेसेज ऑफ वरशिप एक्ट, 1991’ पर हाल में दिया आदेश जरूर स्वागतयोग्य कदम है लेकिन भाजपा-आरएसएस द्वारा संविधान की मूल भावना को कमजोर करने के प्रयासों के खिलाफ हमें निरंतर संघर्ष जारी रखना होगा. इलाहाबाद हाइकोर्ट के एक जज कहते हैं कि बहुसंख्यक की इच्छा ही कानून है. ऐस में देश का संविधान व लोकतंत्र कैसे बचेगा? मोदी सरकार ने न्यायपालिका से लेकर मीडिया संस्थानों पर कब्जा कर लिया है और मनुस्मृति का गुलाम बना देने के सारे प्रयास हो रहे हैं. हमें इन तमाम चुनौतियों से एक साथ लड़ना है.

उन्होंने कहा कि बिहार की तथाकथित डबल इंजन सरकार के अन्याय, बदलाव की ताकतों को कुचल देने और बिहार को पीछे धकेलने की साजिशों के खिलाफ चौतरफा आंदोलनों को तेज करना है. यह कन्वेंशन लोगों के जीवन-जिंदगानी, सामाजिक न्याय, आर्थिक सुरक्षा, सुरक्षित रोजगार, भूमि पर अधिकार, लाभकारी खेती जैसे बदलाव के एजेंडे को नई ऊर्जा देने के लिए आयोजित है. 9 मार्च को पटना में होने वाले महाजुटान को विभिन्न आंदोलनरत सामाजिक समूहों का एक साझा मंच बना देना है. उनकी गोलबंदी में अभी से एक-एक कार्यकर्ता को लग जाना है.

बिहार में 20 सालों में विकास नहीं बकवास हुआ है. पुल-पुलिया ध्वस्त हो रहे हैं, विकास हुआ है तो भ्रष्टाचार का विकास हुआ है. जिन अधिकारियों के भरोसे सरकार चल रही है आज वे जेल के पीछे हैं. दूसरी ओर, आंदोलनरत नेताओं को उठाकर जेल में डाल दिया जा रहा है.

बिहार की जनता में बदलाव की तीव्र आकांक्षा है. पार्टी द्वारा चलाए गए ‘हक दो-वादा निभाओ’ और ‘बदलो बिहार न्याय यात्रा’ के दौरान यह खुलकर सामने आया. अभी हाल में तिरहुत स्नातक क्षेत्र से एक सामान्य प्रत्याशी को जीत मिली. हम इसका स्वागत करते हैं. यह बदलाव की चाहत को ही दिखलाता है.

स्कीम वर्करों से लेकर भूमिहीन मजदूरों-किसानों-छात्र-युवाओं-अल्पसंख्यकों सबको मिलकर नया बिहार बनाना है. माले की बढ़ी ताकत संसद से लेकर विधानसभा तक दिख रही है जिसने इन आवाजों को एक नई ऊंचाई प्रदान की है.
कन्वेंशन का यह आह्वान है कि भाकपा-माले देश के कोने-कोने में फैल जाए और बदलाव की इस मुहिम को तेज करे.
